My reporting manager says he won't issue a relieving letter if I don't wait till he finds a replacement for me, i have 60 days notice period but served resignation mentioning need to be relieved in 30 days and rest against pay lieu off, how my manager can fix me in trouble?

Quite a lot. It can be treated as a breach of terms if he's not ready to accept your termination. In your next company you'll require to produce the relieve letter. So an amicable exist is always advisable. Please remember you'll require the reference of your current employer in your next employment. So keep a good term with the present employer and request him that he issue you the relive letter. Also you can assist him to get a suitable replacement.
