in India people consider them same but there is a difference b/w the 2
resume is generally of 1 page that tells basic things about you whereas a C>V is a detaild 8-9 pages that elaborates your past achievements and you projects undertaken .

Resume has one extra field which is work experience and probably of 1 or max 2 pages while CV is more focused on your academics excellence which can be useful for a recruiter to evaluate your skills. CV could be of 4 or 5 pages.
